A New Team to Protect Students

To ensure students are fully supported by the district we announced the formation of the district’s first Office of Student Protections and Title IX.

Dear CPS Parents and Families,

Earlier today, we announced the formation of the district’s first Office of Student Protections and Title IX (OSP) as part of my long-term commitment to you that CPS will be a school district free from sexual discrimination, sexual harassment, and sexual violence.

To ensure students are fully supported by the district, OSP will be responsible for referring allegations of adult-on-student abuse to the Office of the Inspector General (OIG) for investigation, overseeing investigations into allegations of student-on-student abuse, ensuring students are paired with an advocate immediately following an allegation, and providing students with resources for receiving long-term support.

Along with former Assistant U.S. Attorney and Illinois Executive Inspector General Maggie Hickey, CPS has identified several key priorities that the new Office of Student Protections and Title IX will focus on to better support Chicago’s students. The new office’s efforts will focus on the following areas:

Investigations: In coordination with principals and law enforcement agencies, OSP will oversee the investigation of allegations of student-on-student sexual harassment, bullying, or abuse. Trained investigators, who prioritize supporting the best interests of students to avoid retraumatization or harm, will oversee investigations.

Advocacy: The office will coordinate with internal and external partners to ensure student advocate services, counseling, and other supports are provided to students involved in sexual harassment, bullying, or abuse.

Compliance: The office will ensure the district is in compliance with Title IX, which protects students from discrimination related to any educational program.

Training and Awareness: The office will ensure every member of the CPS community understands their role in recognizing, preventing, reporting and responding to sexual harassment, misconduct and abuse.

Policy and Prevention: The office will guarantee that district policies and practices provide clear steps that employees must take in order to protect victims of abuse and ensure incidents are reported to all necessary parties.

Data and Reporting: The office will collect and share information with the public and ensure appropriate notifications are made in all cases.

The launch of the Title IX Office for Student Rights and Protections builds on the commitments made in the district’s comprehensive Plan of Action to better prevent and address sexual abuse. Nothing is more important to CPS than the safety and wellbeing of your children, and we are committed to providing safe, supportive, and healthy learning environments for all students.

In addition to creating OSP, the Board of Education will vote today to consider a policy change requiring all employees to report inappropriate staff-student relationships and any signs of “grooming,” which is predatory behavior used by adults to gain student trust for the purpose of sexual abuse. CPS will be training staff on this strengthened policy in advance of the new school year.

Hoy temprano, anunciamos la formación de la primera Oficina de Protección a los Estudiantes del distrito y del Título IX (OSP) como parte de mi compromiso a largo plazo con usted de que CPS sea un distrito escolar libre de discriminación sexual, acoso sexual y violencia sexual.

Para asegurar que los estudiantes cuenten con el apoyo total del distrito, OSP será responsable de remitir las denuncias de abuso de adultos a la Oficina del Inspector General (OIG) para que investiguen, supervisen las investigaciones sobre las acusaciones de abuso entre estudiantes, garanticen los estudiantes se emparejan con un defensor inmediatamente después de una acusación, y les proporcionan a los estudiantes recursos para recibir apoyo a largo plazo.

Entrenamiento y Conocimiento: La oficina se asegurará de que cada miembro de la comunidad de CPS comprenda su papel en el reconocimiento, prevención, denuncia y respuesta al acoso sexual, la mala conducta y el abuso.

Póliza y Prevención: La oficina garantizará que las políticas y prácticas del distrito proporcionen pasos claros que los empleados deben tomar para proteger a las víctimas de abuso y garantizar que se informen los incidentes a todas las partes necesarias.

Datos e Informes: la oficina recopilará y compartirá información con el público y garantizará que se realicen las notificaciones adecuadas en todos los casos.

El lanzamiento de la Oficina de Título IX de Derechos y Protecciones de los Estudiantes se basa en los compromisos asumidos en el Plan de Acción del distrito para prevenir y abordar abuso sexual.
