All Chicago students can attend the general education program at their neighborhood school (based on their address). Students can also apply to any open enrollment program in the city. Details	This program provides instruction in both Spanish and English and serves both English Learners (ELs) and non-ELs in the same classroom. Students serve as language models to one another and receive language development instruction in the non-native language. Students living in the attendance area are guaranteed a seat and do not need to submit an application. All students living outside the attendance area, including current Pre-K students, must submit an application. Applicants are selected by random computerized lottery. Note: Applicants to grades 3 and above must already be proficient in Spanish.
