All Chicago students can attend the general education program at their neighborhood school (based on their address). Students can also apply to any open enrollment program in the city. Details	This program provides instruction in both Spanish and English and is designed to serve English Language Learners. Students who are considered English Language Learners and/or who are native Spanish speakers are eligible to apply. Students living in the attendance area are guaranteed a seat and do not need to submit an application. All students living outside the attendance area, including current Pre-K students, must submit an application. Applicants are selected by random computerized lottery.
