Update on Public Negotiations Between CPS and CTU

Dear CPS Families and Staff,

We want to thank everyone who watched or attended the public negotiation session earlier this week between CPS and our partners at the Chicago Teachers Union (CTU). For those who were not able to participate in real time, this session is now available via the Distict’s YouTube channel.

The focus of our August 13 public negotiation session was “Finance,” and CPS was excited to share our vision for providing all students with an equitable, high-quality education while maintaining our commitment to financial responsibility.

• An overview of the new CPS budget model, which allocates resources and positions based not on a school’s population, but on the needs of its students;

• A look at the substantial increases in both school-based funding and positions since 2020, including more than 2,000 new teachers;

• Our commitment to sustain and build on the investments that have propelled CPS students to their impressive academic recovery from the COVID-19 pandemic; and

• An explanation of the proactive steps CPS is taking to secure funding from outside the District.

Going to Court to Support Our Students

One of these proactive steps is the legal action CPS is taking against corporations and financial institutions that have harmed our District, and therefore our students.

At this week’s public negotiation session, CTU raised the idea of taking legal action against big banks whose predatory lending practices have harmed CPS. Well, that is already happening.

The District is currently tracking and responding to inquiries made by the parties in multiple legal actions involving this issue. Much of that litigation is ongoing, and the process can take time. But CPS has already been awarded nearly $2.9 million as a result of these suits.

Finding Common Ground

The proof of a successful negotiation session is when we are able to find common ground, and we saw plenty of that on Tuesday night. For example, a guest from the Economic Policy Institute was invited to speak as part of the CTU presentation. We appreciated her comments, which praised the District for the investments CPS has made in staffing since the COVID-19 pandemic—including more teachers, counselors, social workers, and paraprofessionals—and pointed to our students’ outstanding academic gains as proof that these investments are paying off.

We are also in agreement with CTU that the State of Illinois is not keeping up with the needs of our students, and that we must work together to advocate for more equitable state funding. CPS has been in lockstep with our union partners on this issue for many months, standing alongside CTU last spring for a day of action at the state capital in Springfield.

Along with Board of Education President Jianan Shi, I was proud to participate in this moment of shared advocacy, and hope it was the first of many opportunities for CPS and CTU to come together and put the needs of our students first.

I greatly appreciate your interest in our negotiations process and will keep you updated on any future sessions that will be held in public. In the meantime, CPS and CTU will continue working toward an agreement that fairly compensates our educators for their excellent work while making decisions that are fully student-centered, and that maintain our District’s commitment to financial responsibility.

Estimadas familias y personal de las CPS:

Queremos agradecer a todos aquellos que vieron o asistieron a la sesión de negociación pública que tuvo lugar esta semana entre las CPS y nuestros colaboradores en el Sindicato de Maestros de Chicago (CTU, según sus siglas en inglés). Para aquellos que no lograron participar mientras ocurría, la sesión ahora está disponible en el canal de YouTube del Distrito.

El enfoque de la sesión de negociación pública del 13 de agosto fue las finanzas, y nos emocionó poder compartir nuestra visión para brindarles a todos los estudiantes una educación equitativa y de alta calidad a la vez que mantenemos nuestro compromiso con la responsabilidad financiera.

Pueden ver nuestra presentación completa en la página web de actualizaciones laborables de las CPS. Algunos de los detalles más sobresalientes: 

• un resumen del nuevo modelo presupuestario de las CPS, que asigna recursos y puestos no según la matrícula de la escuela, sino según las necesidades de sus estudiantes;

• un vistazo a los aumentos sustanciales en el financiamiento escolar y la contratación de personal que han ocurrido a partir del 2020, y que incluyen más de 2,000 maestros nuevos; 

• nuestra dedicación a sostener y añadir a las inversiones que han impulsado a los estudiantes de las CPS a su impresionante recuperación académica de la pandemia de COVID-19; y 

• una explicación de los pasos proactivos que están tomando las CPS para asegurar fondos de fuera del Distrito. 

Respaldando a nuestros estudiantes en el tribunal

Uno de estos pasos proactivos es la acción legal que las CPS están tomando contra las corporaciones y las instituciones financieras que han perjudicado a nuestro Distrito y por lo tanto a nuestros estudiantes.

En la sesión de negociación pública de esta semana, el CTU propuso tomar acción legal contra los grandes bancos cuyas prácticas prestatarias predatorias han perjudicado a las CPS. Nos complace informar que esto ya está ocurriendo. 

El Distrito actualmente da seguimiento y responde a indagaciones hechas por las distintas partes en varias acciones legales sobre este asunto. Mucha de esta litigación está en desarrollo, y el proceso puede tomar tiempo. Aún así, ya hemos asegurado casi $2.9 millones como resultado de esas demandas. 

Encontrando terreno común

El indicio de que una sesión de negociación ha sido exitosa es el poder encontrar terreno común, y vimos mucho de eso el martes por la noche. Por ejemplo, una invitada del Economic Policy Institute fue invitada para que hablara como parte de la presentación del CTU. Apreciamos sus comentarios, que elogiaron al Distrito por las inversiones de personal que se han hecho desde la pandemia de COVID-19 —inversiones como la contratación de más maestros, consejeros, trabajadores sociales y paraprofesionales— e indicaron que las ganancias académicas sobresalientes de nuestros estudiantes eran evidencia de que estas inversiones están teniendo resultado.  

También estuvimos de acuerdo con el CTU en que el estado de Illinois está quedándose atrás en cuanto a las necesidades de nuestros estudiantes, y que debemos trabajar juntos para luchar por un financiamiento estatal más equitativo. Las CPS han estado de acuerdo con nuestros colaboradores sindicales en cuanto a este asunto por muchos meses, y esta primavera acompañaron al CTU durante un día de acción en la capital estatal en Springfield.

Andando junto a Jianan Shi, presidente de la Junta de Educación, sentí orgullo al participar de este momento de lucha compartida y espero que sea la primera de muchas oportunidades para que las CPS y el CTU se unan y pongan las necesidades de nuestros estudiantes primero. 

Agradezco mucho su interés en nuestro proceso de negociaciones, y los mantendremos informados sobre cualquier sesión pública que se lleve a cabo en el futuro. Mientras tanto, las CPS y el CTU continuarán trabajando para llegar a un acuerdo que compense a nuestros educadores por su excelente labor y para tomar decisiones que centren plenamente al estudiantado y mantengan el compromiso del Distrito con la responsabilidad financiera.
