6.1.1 Philosophy and Goals
The overall design philosophy for the Chicago Public School Mechanical Systems is to provide clean, tempered air to all building space in an energy efficient manner. This will be accomplished by the design and maintenance or efficient heating and cooling equipment, which provide the means to properly regulate temperature throughout the facilities, and the proper, highly controlled, distribution systems to move both air and water to each space as needed.
The following within V3 New Construction Guidelines, Chapter 6 provide the base criteria for all projects and are used in conjunction with V4 Renovations, Chapter 4. Both shall apply.
6.1.2 Energy Efficiency Goals
Prescriptive
For all projects, registration with both the ComEd Energy Efficiency Program and People Gas Energy Efficiency Program is required. This registration shall take place prior to the 60% design submittal. Contacts for both programs are included in the Distribution List, and they shall be contacted for submission of the registration forms and included in the progress reviews. The design team shall complete the associated program forms for each project.
Performance Modeling
All new construction and major renovation projects are required to have a full building energy model. Three models are required:
1) ASHRAE 90.1 section 11 for Chicago code (or COMCHECK if allowable)
2) ASHRAE 90.1 Appendix G for LEED
3) a proposed design for comparison to each of the 4 baseline models
The energy model shall be done with one of the programs approved by the USGBC for submission of LEED projects. A preliminary model shall be utilized to establish building orientation, envelope requirements/performance and proposed system options during the early concept/schematic design phase. Preliminary models with options and recommendations shall be submitted for review to CPS. A detailed model shall be completed prior to the 60% design review in order for CPS to analyze and compare to the selected systems and equipment. The baseline for this model shall meet or exceed the requirements of both LEED and local energy code requirements. Set a performance goal for the proposed design that exceeds ASHRAE 90.1 as referenced by the latest version of the LEED rating system by at least 24% . The goal shall be stated in BTU/sf/yr. Refer to Appendix “X” for Integrative Design Process and details on the energy modeling process.
LEED
LEED All new construction projects shall be submitted for LEED Silver certification. The Engineer of Record (EOR) will be responsible for all required documentation, forms, energy model and other information assigned to them by the LEED Accredited Professional for the project. This responsibility will continue through the construction phase of the project and may require occupancy evaluations and trending evaluation along with the Commissioning Agent for the project.
