Overview
The Majority-to-Minority Transfer Program focuses on the creation and maintenance of racially integrated elementary schools. The participating schools in the program have student populations of more than 40% white.
These schools maintain their existing attendance boundary, accepting students who live within those boundaries, but only accept minority students from outside of their attendance areas. Students apply during the regular application period (October through mid-December), using the Standard Application. If a school receives more applications than it has space available, a computerized lottery is conducted to fill the spaces in each grade. If spaces remain in the schools following the regular application period, a second application process takes place in the spring.
Goals
- Create integrated educational environments
- Create schools with a stable racial/ethnic balance of 40% white and 60% minority
Program benefits

- Students develop tolerance and understanding when they are exposed to students of other races and ethnicities
- The school climate in integrated schools reflects improved student self-esteem and cultural pride, and increased awareness of the positive images of other cultures.
