2015-2016 Guidelines for School Actions 

Welcome to Chicago Public Schools 2015-16 Final Guidelines Information Page

Every year, CPS creates The CEO's Guidelines for School Actions (Guidelines). Any school action (Co-location, Reassignment Boundary Change, Consolidation) that the CEO proposes must meet the criteria set out in the Guidelines. Actions must be announced by December 1st, 2015. CPS released DRAFT Guidelines on October 1st and collected feedback until October 22nd. After reviewing the feedback and consulting with principals, teachers, and community members, CPS released an updated version of the DRAFT Guidelines on November 3rd. CPS collected feedback on the updated guidelines until November 24th. On November 27th, CPS released the FINAL guidelines which can be found below:

 Final Guidelines

Before CPS may reassign students via a boundary change, co-locate, or consolidate a school, the public has the opportunity to provide comment at hearings conducted by independent hearing officers, who are licensed attorneys in Illinois. After the hearings, hearing officers will issue a written summary of the testimony provided as well as their findings of CPS' compliance with 105 ILCS 5/34-230 , the state law that governs school action processes, to CPS CEO Forrest Claypool.

 Hearing Officers

The process for developing guidelines in 2015 is as follows:

Before October 1st:

CPS developed a DRAFT version of the Guidelines.

October 1st:

CPS released the DRAFT Guidelines.

October 1st – 22nd:

CPS collected public feedback about the DRAFT Guidelines.

October 22nd – November 3rd:

CPS evaluated the submitted feedback and released a new DRAFT of the guidelines.

October 30th:

CPS released the list of independent hearing officers.

November 3rd – 24th:

CPS will collect public feedback about the new DRAFT Guidelines during this period.

November 25th-30th:

CPS will release FINAL Guidelines.

By December 1st:

CPS will announce school actions (if any).
